ONOS (One Nation One Subscription)
It is an initiative approved by the Union Cabinet to provide centralized access to research articles and journal publications for government higher education institutions and R&D laboratories in India.
It aims to consolidate and replace individual subscriptions to academic journals with a single, centrally negotiated subscription across the nation.
The government has allocated ₹6,000 crore for the implementation of ONOS until 2027.
Central and State government higher education institutions and central government R&D institutions will benefit from this initiative.
ONOS initiative is also expected to include concessions on fees that authors have to pay to have their work published in open access journals.
Challenges of Implementation
ONOS involves negotiations with 41 publishers and citation databases, which is a complex and time-consuming process.
Committee Roles:
Planning and Execution Committee (PEC): Responsible for creating the strategy for implementation, involving library consortia and institutional representatives.
Cost Negotiation Committee (CNC): In charge of finalizing terms and pricing for the subscription.
Implementing ONOS requires seamless coordination between government institutions, publishers, and the core committees, which can face logistical challenges.
