What is GRAP?
The Graded Response Action Plan (GRAP) is a structured framework to manage air pollution in Delhi-NCR based on air quality severity.
It has four stages, each corresponding to different levels of Air Quality Index (AQI):
Restrictions in Delhi After Imposing GRAP Stage-2
Prohibits the use of coal and firewood, including in tandoors at restaurants and hotels.
Restrictions on diesel generators, allowed only for emergencies.
Construction Activities: Continued restrictions from Stage 1 remain in effect.
Increased Parking Fees to discourage private vehicle use.
Firecrackers remain banned.
Action Plan for Stage-2
11-Point Action Plan: Implemented across NCR
Conduct mechanical/vacuum sweeping and water sprinkling on identified roads every day.
Sprinkle water and use dust suppressants at least every alternate day during non-peak hours, especially in hotspots and heavy traffic areas.
Intensify inspections to enforce dust control measures at construction and demolition (C&D) sites.
Focus on and implement targeted actions to reduce air pollution in identified hotspots, addressing major contributing sectors.
Ensure a steady power supply to discourage the use of alternate power generators.
Strictly follow the schedule for operating diesel generators across all sectors as per Direction No. 76.
Synchronize traffic movements and deploy personnel at intersections to ensure smooth traffic flow.
Use newspapers, TV, and radio to inform the public about air pollution levels and ways to minimize pollution.
Raise vehicle parking fees to discourage private vehicle use.
Increase the fleet and frequency of CNG/electric buses and metro services.
Resident Welfare Associations should supply electric heaters to security staff to prevent open burning during winter months.
Role of Citizens
Citizens are encouraged to rely more on public transportation.
Reducing personal vehicle usage is advised.
Regularly replace air filters in vehicles.
Citizens should avoid activities that generate dust and refrain from open burning of waste.
