SC/ST officers often join the civil service later due to extended age limits, resulting in shorter career spans and fewer opportunities to reach senior roles.
The age-based entry and retirement policies disadvantage SC/ST and PwBD candidates, limiting their advancement to top positions despite their competence.
Way Forward
Implement a fixed tenure for civil service positions (e.g., 35 years), regardless of the age of entry, to ensure fair career progression.
Consider lowering retirement age limits to around 67 years while ensuring annual medical fitness checks to accommodate longer life spans.
Shift the focus from age of entry to performance and efficiency for promotions to senior positions
Establish an independent, multi-disciplinary committee with adequate SC/ST, OBC, and PwBD representation to review and address these issues.
Advocate for policy changes that ensure fair representation and opportunities for SC/ST officers at all levels of civil service
