What is Civic Police?
Civic police volunteers are contractual workers hired by the police for non-law enforcement duties like traffic management.
They are not full-fledged police officers.
Recruitment: Started in 2011 with requirements including residency in the area, a minimum educational qualification, and no criminal record.
They receive a daily honorarium and are not part of the regular police force.
In West Bengal, the strength of the police is 79,024, but there are over 1.24 lakh civic police volunteers
Calcutta High Court's Stance
The court has criticized the recruitment process, citing issues with vetting and the temporary nature of the positions.
It has questioned the legality and efficacy of the scheme, emphasizing that civic volunteers should not be involved in law and order duties.
Main Criticisms
There have been incidents of abuse and criminal behavior by civic police volunteers, such as involvement in student leader Anish Khan's death and recent threats against a doctor.
Critics argue that the recruitment process is flawed and politically motivated, with appointments influenced by party loyalty rather than merit.
