As per the FTP blueprint plan, in the first phase, China aims to establish the about 35,000 sq km island as its most open economic region by 2025.

It is the southernmost province of China
The name means "south of the sea", reflecting the island's position south of the Qiongzhou Strait, which separates it from Leizhou Peninsula of the Chinese mainland.
