 Why in news

  • Political parties, must commit themselves to enhancing public awareness on climate change and clearly defining steps to reduce global warming during election campaigns.

  • Political differences in approaching both these may persist, but the larger public interest would be served by addressing these issues, thereby giving voters a chance to assess these views.

Climate Change

  • Recognising the gravity of the climate situation and the urgency to address it comprehensively, has led to all nations agreeing, (Paris agreement), to holding the temperature rise to well below 2 °C from that in pre-industrial times, and pursuing efforts to limit it to 1.5 °C. 

  • Entered into force on November 4, 2016, it became a legally binding international treaty.

  • Since then, many nations have taken steps to limit carbon emissions, with some notable examples in the renewable power sector.

National Action Plan on Climate Change (NAPCC)

  • It was launched in 2008 by the Prime Minister's Council on Climate Change.

  • It aims at creating awareness among the representatives of the public, different agencies of the government, scientists, industry and the communities on the threat posed by climate change and the steps to counter it.

The Principles of NAPCC

  • Protecting the poor through an inclusive and sustainable development strategy, sensitive to climate change

  • Achieving national growth and poverty alleviation objectives while ensuring ecological sustainability

  • Efficient and cost-effective strategies for end-use demand-side management

  • Extensive and accelerated deployment of appropriate technologies for adaptation and mitigation

  • New and innovative market, regulatory, and voluntary mechanisms for sustainable development

  • Effective implementation through unique linkages – with civil society, Local Government Units(LGUs), and public-private partnerships
