Committee of Privileges in Parliament
The Committee of Privileges (CoP) is a parliamentary committee that is responsible for investigating and adjudicating on matters of privilege.
Privilege is a special right or immunity that is enjoyed by members of parliament.
It is essential for the effective functioning of parliament and allows members to carry out their duties without interference.
There are two types of privilege:
Individual privilege: This is the privilege enjoyed by individual members of parliament. It includes the right to freedom of speech in parliament, the right to attend and vote in parliament, and the right to be free from arrest and detention.
Collective privilege: This is the privilege enjoyed by the parliament as a whole. It includes the right to regulate its own proceedings, the right to exclude strangers from the chamber, and the right to punish those who breach its privileges.
The Committee of Privileges is responsible for investigating any alleged breaches of privilege.
It can do this on its own initiative or on a complaint from a member of parliament.
If the committee finds that a breach of privilege has occurred, it can recommend to the parliament the appropriate sanctions.
