State Human Rights Commission(SHRC)
The Protection of Human Rights Act of 1993 leads to the creation of Human Rights Commission.
Under this law, NHRC and SHRC(at state level) constituted.
SHRC can inquire into the violations of human rights only.
SHRC have only authority in the subjects mentioned in the state list and concurrent list of 7th schedule.
Chairman and 2 members.
Appointed by governor and removed by president.
Appointed for tenure of 3 years or till age of 70 year.
Qualification of SHRC Members
SHRC chairman will be a retired judge of the High Court or a retired Chief Justice.
Members will also be eligible only if they have been serving or are retired as a Judge of the High Court or a District Judge with at least seven years of experience as a District Judge.
The candidates should also possess prior experience or knowledge of human rights.
Functions of State Human Rights Commission
First and foremost look into the violation of human rights.
To arbitrate in case of pending legal proceedings with human rights.
To assess the living conditions of prisoners & people in detention centers.
To advocate more research and development on human rights.
To raise general awareness of people with respect to human rights.
