Punjab government commits to reduce the stubble burning by 50% compared to last year.
This plan was introduced in the state action plan meeting.
The Plan attempts to eliminate the paddy stubble burning in 6 districts in Punjab.
What is Stubble burning.
Stubble burning is the practice of intentionally setting fire to the straw stubble that remains after grains, such as rice and wheat, have been harvested.
In India Punjab and Haryana state bag the more incidents of stubble burning.
The issues of stubble burning gets it peak on October – November every year.
The smoke comes out of stubble burning is severely affecting the Delhi NCR.
The air pollution caused due to stubble burning will affect the NCR regions daily life and shooting the rate of respiratory and Asma cases.
Delhi and Punjab governments had taken mitigating measures in the form of Carpeting, Greening of pavements, Prevent dust pollution, Ban on construction etc.
Zonal Councils and Its structure.
Zonal councils are estd under States Reorganization Act of 1956.
Zonal councils are statutory body.
The act divides 5 zones and one office for each.
Chairman – Union Home Minister
Vice Chairman – The chief Ministers of the states included in the zone, in a rotation basis of one year.
Members –CM and other 2 minister recommend by Governor and 2 members from Uts.
Advisers – One person from Niti Aayog, Chief Secretaries and other commissioners nominated by the states in each zone.
Objectives and Functions of Zonal Councils
Establishing co-operation amongst the States for successful and speedy execution of development projects.
Bringing out national integration.
Arresting the growth of acute Stat consciousness, regionalism, linguism, particularistic tendencies.
Enabling the Centre and the States to co-operate and exchange ideas and experiences.
Any matter in the field of economic and social planning.
Any matter concerning border disputes, linguistic minorities or inter-State transport.
Any matter connected with or arising out of, the reorganization of the States under the States Reorganisation Act.
